“Formally, the port of Pivdennyi is in the Initiative, but in fact it hasn’t been there for a month. It has no incoming fleet,” Ukrainian Deputy Renovation Minister Yuriy Vaskov informed Reuters.

“They (Russia) have now found an effective way to significantly reduce (Ukrainian) grain exports by excluding the port of Pivdennyi, which handles large tonnage vessels, from the initiative,” he stated in written feedback.

Russia’s workforce had inspected solely 9 ships in all from May 19 to May 21, Ukrainian officers stated.

“The grain initiative has been formally unblocked (extended), but it is not working as it should. Russia continues to slow it down as much as possible,” he stated.

Vaskov informed Reuters final week that 62 vessels had been prepared for inspection and a few of them had been standing by for a number of months. Russia has denied slowing inspections.

Moscow initially opposed extending the grain export deal until calls for concerning its personal agricultural exports had been met.

While Russian exports of meals and fertiliser should not topic to Western sanctions, Moscow says restrictions on funds, logistics and insurance coverage have amounted to a barrier to shipments.

Before it invaded Ukraine in February final 12 months, Russia used Pivdennyi to ship as much as 2.5 million tonnes of ammonia overseas yearly that arrived on the port after cargo by way of a pipeline from Togliati.
